This Technical Service Circular provides an overview of key outcomes from the 11th session of the IMO Sub-Committee on Human Element, Training and Watchkeeping (HTW 11), held from 10-14 February 2025. It highlights two priority areas of particular relevance with the operation of the GB ISR: (1) the enhancement of STCW oversight and verification processes, including the proposed integration with the IMO Member State Audit Scheme (IMSAS) to improve compliance monitoring, and (2) measures to address unlawful practices associated with certificates of competency, emphasizing strengthened verification mechanisms and digitalization efforts. The Guinea-Bissau International Ships Registry (GB ISR) aligns its strategic priorities with these developments and will take appropriate steps to facilitate compliance among stakeholders.
