GB ISR has issued Info Bulletin 06/2026 outlining the Tokyo MOU’s revised methodology for calculating Flag State and Recognized Organization (RO) performance, as announced in the Secretariat’s Press Release of 9 October 2026.
The Bulletin presents the revised performance criteria, the identification of the “related RO” and the implementation timetable. Collection of RO-relation data will commence on 1 January 2027, with the first revised performance results to apply to ship risk profiling and inspection targeting under the New Inspection Regime from 1 July 2028 or thereafter.
Deputy Registrars, Flag State Surveyors, Recognized Organizations, Shipowners and Ship Management Companies are invited to review the Bulletin and take due account of its guidance on PSC preparedness and statutory certification.
